Why Spay or Neuter?
It is estimated that 8-10 million dogs and cats are surrendered
to adoption centers each year. While New England has been very
successful in reducing the overpopulation problem in our area,
the problem is still very real. Euthanasia of animals still happens
although less and less each year.
There are many solutions that will help reduce the number of
pets surrendered to adoption centers. Solutions like, obedience
and behavior training for our pets to prevent relationships between
owner and pet from breaking down, more housing options for pet
owners that rent and spaying or neutering your pet.
The NHSPCA strongly encourages spaying or neutering of pets to
help with overpopulation. Spaying or neutering will not only prevent
unwanted pregnancies, it will also make your pet healthier and
live longer.
There are several assistance programs listed below.
NH Animal Population Control Program - Plan A
Available to:
New Hampshire residents who have adopted a cat or dog
from an adoption center like the NHSPCA.
Costs:
$40.00 - Pet owners pay this fee directly to the veterinarian.
Pre-surgury immunizations are not covered.
Procedure:
- For adopters only
- For NH State Residents ONLY.
- At the time of adoption you will be given a surgical authorization
form; and a list of participating veterinarians from the adoption
center.
- Chose a veterinarian from the list and call for an appointment.
- Present authorization form and pay the $40.00 fee to the veterinarian.
- The state reimburses the veterinarian for the remaining cost
of the surgery.
NH Animal Population Control Program - Plan B
Available to:
New Hampshire residents who receive, or are eligible
for, benefits from:

Costs:
$25.00 - Pet owner pays fee directly to the veterinarian.
Pre-surgury immunizations are covered up to $30.00.
Procedure:
- For NH State residents ONLY
- For pets you already own
- Obtain a Plan B application, and list of veterinarians
from:
- An adoption center like the NHSPCA
- the NH Division of Welfare District Office, or
- the NH Department of Agriculture, APC Program, State House
Annex 33 Capitol Street, Concord, NH 03301, 603-271-3697.
- Complete Part 1 of the application and return it to the APC
Program with with proof of eligibility. (It will be sent back
to you)
- Call a participating veterinarian for an appointment.
- Present Plan B application and pay $25.00 to the vet.
- The state reimburses the veterinarian for the remaining cost
of the surgery.
NH Spaying and Altering Service Program
Available to: NH
residents who need financial assistance.
Costs:
Dogs: $70(females),
$50 (males)
Cats: $50 (females), $35 (males)
Procedure:
1. Call for an application -
NHAS (603) 224-1361 (before 2pm)
PHONE CALLS ONLY - taken 7 days a week, before 2 pm
2. If approved, mail in application
with appropriate fee and you will be sent a certificate and list
of participating veterinarians.
3. Call and make an appointment
with a participating veterinarian.
Solutions to Overpopulations of Pets(STOP) (Spay Program for Mother
Cats)
Available to:
NH residents with a female cat (which has already
had a litter or is currently pregnant) who do not qualify under
either NH Plan A or B.
Cost:
Pay full fee to the veterinarian.
Receive a $25.00 refund from STOP after the surgery is complete.
Procedure:
- Call or write for an application:

- Send information to the STOP program to receive a $25.00
refund.
Friends of Animals Program
Available to:
Any cat or dog owner regardless of financial need.
Costs:
Dogs: $75 (females), $54 (males)
Cats: $55 (females), $40 (males)
Procedure:

- Mail in application with appropriate fee.
- Upon receipt of certificate, make an appointment with any participating
veterinarian. (A list will be sent with your application.)
